About Clarence Colliery

Clarence Colliery is an existing underground coal mine located approximately 10 km east of Lithgow and is accessible via Chifley Road. Clarence Colliery is managed by Clarence Colliery Pty Ltd, a wholly owned subsidiary of Centennial Coal Company Pty Limited (Centennial Coal).

Clarence Colliery operates under three separate development consents:

  • IRM.76.GE - development consent issued in 1976 by the then Blaxland Shire Council (now Lithgow City Council)
  • DA 174/93 - development consent issued in 1994 by Lithgow City Council 
  • DA504-00 - State significant development (SSD) consent issued in 2005 by the then Minister for Planning.

Clarence Consolidation Project 

The Clarence Colliery Consolidation Project proposes the continued operation of the long‑established Clarence underground coal mine near Lithgow, NSW. The project brings the mine’s existing approvals together under one modern State significant development consent, allowing coal extraction of up to 3 million tonnes per year using low‑impact bord and pillar and shortwall mining methods until 31 December 2040. This approach ensures the operation continues to supply high‑quality thermal coal to domestic and export customers, including supporting NSW’s energy security during the ongoing transition to renewable energy.

The project makes full use of Clarence’s existing surface facilities, rail loop and water management systems, avoiding the need for new major infrastructure. It would retain the mine’s highly skilled local workforce and continue to support the region’s economy through jobs, procurement, community investment and royalty contributions. Rehabilitation would be undertaken progressively throughout the project life, ensuring the site is returned to a safe, stable and self‑sustaining landform that blends with the surrounding environment.

Key Features of the Project

Coal production: Extraction of up to 3 million tonnes per annum (Mtpa) of run‑of‑mine coal, consistent with existing approved production levels

Mining methods: Use of bord and pillar and shortwall mining, designed to minimise subsidence and protect sensitive environmental and cultural features. No longwall mining is proposed.

Employment: Continued employment for around 300 full‑time equivalent workers, with capacity to employ up to 400 people, supporting local families and the regional labour market.

Project life: Extension of operations to 31 December 2040, providing long‑term certainty for the workforce, local businesses and energy customers.

Economic contribution: Ongoing benefits to the Lithgow region and NSW, including wages, supply‑chain spending, community programs, and significant State royalty and taxation revenue.

Coal transport: Continued use of the existing rail loop for most coal transport, with limited road haulage to Mt Piper Power Station and Lidsdale Siding as already approved.

Environmental management: Comprehensive water, biodiversity, subsidence and air quality management systems already in place would continue, supported by progressive rehabilitation and a final closure plan designed to protect surrounding national parks and conservation areas.
