Springvale West Project

About Springvale Mine

Springvale Mine (Springvale) is an underground coal mine located approximately 12 kilometres (km) north-west of Lithgow. The pit top at Springvale is located 3 km east of the township of Wallerawang and is accessible from Castlereagh Highway.

Springvale is owned by Centennial Coal Company Limited via wholly owned a joint venture consisting of Springvale Pty Limited (Centennial Springvale) and Boulder Mining Pty Limited with Springvale Coal Pty Limited (Springvale Coal) being the mine operator.

Springvale is approved to operate under development consent SSD 5594, granted in September 2015.

Springvale West Project 

Centennial Coal is proposing a new SSD project which will allow Springvale to continue to coal supply to Mt Piper Power Station beyond its currently consented life. The project is known as Springvale West.

While there is a transition to renewable energy generation currently underway, coal continues to support power generation in NSW, with Mt Piper Power Station an important contributor to baseload generation. Coal supplies will be needed to maintain the ongoing operation of Mt Piper Power Station through to its planned closure. The project will maintain Centennial Coal’s ability to supply coal to Mt Piper Power Station.

The Springvale West Project proposes to extend the life of operations at the existing Springvale Mine by developing remaining coal resources to the west of the current approved mining area. The project would extract approximately 10 million tonnes of coal at a rate of up to 1.2 Mtpa using lower‑impact bord and pillar mining methods, including first workings and partial pillar extraction, until 2042. Mining would utilise existing underground access and established surface infrastructure at the Springvale pit top, enabling a streamlined, efficient and low‑disturbance continuation of coal supply.

The project will continue to support the Mt Piper Power Station, which relies on Springvale as its major coal supplier and generates up to 12% of NSW’s electricity. By extending operations, the project helps maintain regional energy security while supporting local communities. Existing coal conveyors, water management systems and surface facilities would continue to operate, with site rehabilitation to follow at the completion of mining. Overall, the project delivers a balanced approach—maximising resource recovery, minimising environmental impact, and sustaining local employment and economic activity.

Key Features of the Project

Coal production: Extraction of ~10 million tonnes of ROM coal over the life of the project. Production rate of up to 1.2 Mtpa

Mining methods: Use of bord and pillar with secondary extraction using partial pillar extraction to optimise recovery, designed to minimise subsidence and protect sensitive environmental and cultural features. No longwall mining is proposed. 

Employment: Approximately 180 full‑time equivalent jobs, supporting a predominantly local workforce and enhancing regional stability. Offers continuity of employment as existing Springvale operations wind down.

Project life: Mining proposed to continue until 31 December 2042, aligning with the expected closure timeline of Mt Piper Power Station.

Economic contribution: Sustains long‑term local jobs and income for communities in Lithgow and surrounding towns. Supports local businesses through ongoing procurement and service contracts. Maintains coal supply to MPPS, assisting in energy reliability for NSW during the transition to renewables.

Coal transport: Continued use of the existing coal conveyance system to Western Coal Services, Lidsdale Siding and Mt Piper Power Station. 

Environmental management: Relies on existing surface infrastructure, avoiding additional land disturbance. Uses lower‑impact mining methods to significantly reduce subsidence risks. Continued use of Springvale Water Treatment Project to manage mine water and support improved environmental outcomes in the Coxs River catchment. Comprehensive assessments planned for water resources, biodiversity, subsidence, air quality and heritage to ensure responsible environmental performance. Progressive rehabilitation and a structured closure plan to return land to safe and stable conditions after mining.
